I'd expect them to be made available *eventually*, at least to scholars
engaged in similar research. Keeping your raw data secret is not kosher
in either history or science. (Indeed, I expect UCSD has policies on
such things that constrain what Bruce can do.) Availability for research
doesn't necessarily mean publishing them, though.

It's normal for research data to be confidential for a limited period,
to give the researcher himself a chance to publish results first, but
not forever.
