Mmmm. I didn't actually compare it to either, though in terms of its
technical details, it's a bit closer to CSnet. What I did say was about
the origins of CSnet vs. Usenet. When we, as a bunch of grad students,
wanted to tie a lot of sites together, we wrote some code, gave it away,
and asked folks to dial in. When a bunch of professors had the same
goal, they wrote grant proposals and got NSF to pay for it.
