It will likely take you several *weeks* to build up lacquer to 3/16".

If you really need it that thick, I'd recommend some other kind of
filler. In the absence of ji, you can mix bamboo samding dust
(easily acquired) with clear lacquer of the same sort you use in the
bore.

Another kind of hard, waterproof lacquer that you can easily obtain
in the US, and which might be useful here, is automobile paint.
Most larger cities have stores that sell to auto painters - not
general purpose auto parts stores, specialty shops that cater to
painters. They should be able to mix up any color you like (or
sell you clear). Auto lacquer is certainly weatherpoof enough for
the bore of a shakuhachi and thin enough to coat the bore of a pipe
using the pour-through technique described earlier.

I've painted cars with the stuff but never wood. Don't see why it
wouldn't work tho.
