Much more likely that those universities and other ISPs blocking Bruno's=20
mail are protecting themselves from Bruno's ISP being on a "known spammer"=
=20
list, often because of open relay. Bruno should complain to his ISP and if=
=20
his ISP is unresponsive, take his business elsewhere.
