To emphasize the good news side:

Obscurity is a relative concept. While you won't find this at your
local bookstore or newsstand, you can find it at many music research
libraries. Some libraries may have this volume cataloged by itself
(Flute and Shakuhachi/Kondo, ed). At others, look for the journal by
title.

If you must get your own copy, it should come as no surprise that you
can order it from Monty--http://www.shakuhachi.com/TOC-PG.html.
