Do you mean that, as far as you know, no Japanese reacts to urushi
in a shakuhachi? Or just that the number is smaller?

I react strongly to urushi in shakuhachi until it's dried for about
18 months - so I just buy well-used, old flutes. But I don't react
to eating utensils.

Or, a third possibility is that there is something different in the
process for urushi artists that is different from that used by
shakuhachi makers. This seems more logical to me.

Do you know if urushi artists outside the shakuhachi community
cure their lacquer differently than shakuhachi makers?
