Boy, Werner's got this one down cold. USENET is a lot better after two or

Is usenet anarchy? There are rules (um, guidelines! not rules! guidelines!
really!) that are followed (except when they are not) adn people who
maintain and enforce those ru-- guidelines (except when they don't, or when
people ignore them). Is that still an anarchy?
You know what my opinion is? I DON'T CARE!
We do what works. When it breaks, we do something else. USENET isn't an
anarchy, it's a floor wax. Or maybe a dessert topping.
