Yes, Tsu-meri is really that difficult. It's probably the weakest link of
any non-pro shakuhachi player.
Here are two pieces of advice I have gotten from two different teachers that
help:
1) Do not just lay your finger across the first hole, but dig it in a
little.
2) If you are transfering from ro (D), then "pop" the second hole as you
transition (very briefly open and then close it at the crucial moment).
