I don't know whether this answers your question as you would like it, but in
my experience, when playing ensemble, the main koto will tune their
instrument as dictated by the piece, then ask a shakuhachi to play one note.
It might be ro, it might be re. In any respect, it is intended to get a
relative pitch bearing for the group's performance. From there the koto
player will adjust the tuning of their instrument by ear after which all
other kotos will tune relative to the first koto.
If you find a disparity between what was written in kinko notation for the
koto and what was written in actual koto notation, you might need to check
the actual initial tuning prescribed for the koto in that piece. As I
suppose you are aware, tunings change often with the koto. In koto
notation, - (ichi) is not a fixed pitch, but changes with regard to the
particular piece.
