From what I have heard, this is indeed the case, although
I've never heard that madake is unsuitable for making
shakuhachi; indeed, madake is what is primarily used
for shakuhachi. In the locations deemed suitable for
harvesting shakuhachi-worthy culms, it is often called
'mountain bamboo'--relatively high up, slopey, and harsh
conditions with soil conditions which are not ideal for
fast-growing bamboo.
